Ted Wragg Teacher Training Governance and Policies

Governance

Our governance structure ensures that the Ted Wragg Initial Teacher Training programme is well-led, compliant, and continually improving. It provides clear accountability, high‑quality oversight, and rigorous quality assurance across all aspects of the programme. Governance operates through a tiered model comprising the Ted Wragg Executive Committee, a Strategic Board, and specialist sub‑groups, each with defined responsibilities and meeting schedules.


Ted Wragg Trust Executive Committee

Purpose:
The Executive Committee holds overall responsibility for financial oversight of the programme. This includes approval of the annual budget, scrutiny of financial statements, and assurance that provision meets the statutory Initial Teacher Training (ITT) Criteria and Quality Requirements. This Committee ensures that the SCITT and partners are meeting our partnership goals for teacher education.

Meeting frequency:
At least once annually, or more frequently if required.

Key responsibilities:

  • Approving and monitoring programme finances
  • Ensuring compliance with regulatory requirements
  • Approving and reviewing audit activity

Strategic Board

Purpose:
The Strategic Board provides high‑level oversight for programme vision, strategy, quality assurance and financial monitoring. It brings together representatives from partner organisations, placement schools and trust leadership to evaluate effectiveness and contribute to strategic developments.

Meeting frequency:
Three times per year, or when required.

Key responsibilities:

  • Quality assurance across all elements of training
  • Oversight of strategic priorities and programme development
  • Monitoring recruitment, budget, and staffing
  • Reviewing safeguarding and key policy updates

Curriculum and Assessment Sub‑Group

Purpose:
This sub‑group ensures the quality, coherence and continual development of the curriculum and assessment framework. It draws on expertise across partner organisations, mentors and higher education partners to refine programme content.

Meeting frequency:
Three times per year, or when required.

Key responsibilities:

  • Curriculum design and review
  • Assessment processes and moderation
  • Integration of PGCE elements
  • Ensuring practice is research‑informed and evidence‑based
  • Reviewing and updating curriculum‑related policies

Learner and Partner Experience Sub‑Group

Purpose:
This sub‑group oversees the trainee experience and the effectiveness of partnerships. It evaluates placement quality, mentoring, workload and wellbeing, and ensures equitable and supportive training conditions across all settings.

Meeting frequency:
Four times per year, or when required.

Key responsibilities:

  • Monitoring placement quality and trainee progress
  • Reviewing trainee feedback and identifying improvement actions
  • Supporting mentor development and consistency
  • Overseeing workload, wellbeing, equality and diversity
  • Reviewing partnership practices and policies

Annual Governance Cycle

Across the academic year, governance groups meet according to a structured schedule aligned with key programme points. Activities across the year typically include:

  • Review of trainee feedback and programme culture
  • Moderation and standardisation activities across partners
  • Safeguarding, recruitment and assessment policy reviews
  • Budget reviews, SEF/SIP evaluation, and strategic planning
  • External moderation and quality assurance checks
  • Preparation for inspections and external quality reviews

This cycle ensures that governance remains responsive, reflective and firmly focused on the continuous improvement of trainee experience and training quality.
